I found a quote from Panchatantra which says:
Ghata-itumeva neecha: para-karya;veti na prasada-itum
Pata-itumasti shaktivaryo: Vriksha na cho-nnamitum
The wicked one knows(and wants) to destroy/spoil others’ endevours and not contribute to its betterment, similarly the wind when blows can uproot a tree but it doesn’t plant it.
